City of Kennewick appoints 2 new deputy city managers

KENNEWICK, Wash. – The City of Kennewick announced the appointment of two new deputy city managers on Thursday.

The City says Finance Director Dan Legard and Public Works Director Cary Roe were appointed. They take on their new deputy city manager roles starting Aug. 1.

Legard has been a part of the City’s team since 2002 where he started as an Accounting Supervisor. From there, he became the Finance Manager in 2003 and Finance Director in 2011 to oversee the City’s $521 million biennial budget.

Legard has also served as President of the Washington Finance Officers Association from 2022 to 2023 and was the Chair of the Board for the United Way of Benton and Franklin Counties in 2022. He holds a Bachelor of Arts in Accounting from Western Washington University.

Roe joined the City in 2014 as the Public Works Director after working in Federal Way. In the last decade, Roe led infrastructure projects, transformed major transportation projects including Bob Olson Parkway and earned a national award for flood control projects.

“Both Dan and Cary have demonstrated exceptional leadership and dedication to public service,” stated City Manager Erin Erdman. “Their combined experience and skills will be invaluable as we continue to grow and develop our city. I am thrilled to have them on our executive team and look forward to the positive impact they will undoubtedly make.”
